Without jailbreaking the phone I can't really dig into the guts of what's going on, so I can't tell if it is malware or an app, so I'll assume it is an app. I guess that does point towards an iOS issue? But if it were an iOS issue, I think more people would be seeing it! I can't think of anything that would persist across a restore though. On the device that was turned in to the Apple store, I did a complete restore to 8.3, did not re-install any apps, and that device STILL drained quickly.
